Why did Zedillo…continued…

So if you read Mexico’s post for this coming week (posted Feb 15), beware that the class reading referenced has changed since it was posted! But, in the new reading (Ratliff), the Mexican Judiciary Reform was mentioned a little bit as well. Quoting: “Zedillo has aimed [legal reform] at the federal courts while state and local courts, with judges appointed by the states’ governors, still suffer from ‘rampant corruption.’ But it remains to be seen if Zedillo and leaders in other countries will have the will and the power to implement long-term programs of change at all levels.”

In light of the reasoning in the previous post, how can we expect legal reform at the state and local courts to pan out? What are the incentives for the president (now Calderon)? This article was written in 1997, so we might have the answer to these things already.
